There were no trades during this rebalance. This happens when the trades required to meet your target allocations are too small.
As referenced here, Shrimpy Pro has to abide by the trading rules set by the exchange. This message is shown when the trade required to reach your target allocations is rejected by the exchange for not exceeding either the minimum trade limit or the minimum order size.
In order to prevent this error, you would need to either reduce the number of assets included in your automation or increase the balance held in your portfolio.
Trading UP/DOWN pairs disabled. Accept TOS on exchange to resolve.
This error is primarily limited to Binance, however it is possible to see this error on other exchanges. This error occurs when you attempt to trade high risk assets that require an additional confirmation on the exchange before you are able to access them.

In order to verify this, you can attempt to purchase the asset manually on the exchange. If you are able to purchase the "restricted" asset, you would want to get in touch with Shrimpy Pro Support to attempt to resolve the issue.
